Andrew Kirkner is NAMIC's general counsel. He provides in-house legal advisement to NAMIC and affiliated entities, orchestrates the association's national business and advocacy litigation, and oversees NAMIC's compliance offerings for member companies.

Kirkner joined NAMIC in 2018, serving first as regional vice president for the Ohio Valley/Mid-Atlantic region and then as assistant vice president of state affairs.

Before joining NAMIC, Kirkner practiced law in Washington, D.C., and West Virginia, where he represented a wide range of clients, including insurers.

Kirkner is a graduate of Bridgewater College and the West Virginia University College of Law.

Angela Stackhouse has been with NAMIC since 2018. As a compliance analyst, she assists with developing and managing compliance resources for NAMIC's membership. Before coming to NAMIC, Angela worked at McNeely Law, LLC, where she was an arbitration specialist. During her time there, she filed over 350 arbitration filings for insurance subrogation clients. Prior to her experience with NcNeely, Angela was a practicing attorney in a general setting where she met a variety of legal needs particularly in the areas of family and criminal law. She earned her Juris Doctor (JD) from the Indiana University Robert H. McKinney School of Law, a Master of Arts in Teaching from Marian University, and her Bachelor's from Purdue University.

David Farney joined NAMIC in 2022. As a compliance specialist – workers' compensation, David assists with developing and managing compliance content focused on workers' compensation issues. Before joining the NAMIC compliance team, David practiced civil and administrative law in Idaho with a focus on workers' compensation. Earlier in his legal career, David served as a Deputy Attorney General for the State of Idaho where he represented the Idaho Department of Insurance. David is a graduate of Washburn University and the University of Idaho College of Law.

Luke Kirk joined the compliance team in spring of 2023. Luke has more than eight years of experience with property & casualty carriers and mutual insurance companies. Before joining NAMIC, Luke worked as a compliance coordinator at Central States Health & Life Co. and at Applied Underwriters, and has experience with workers' compensation, professional liability, commercial auto, and other lines. Luke has a bachelor's degree in economics from Nebraska Wesleyan University.

Andrew Pauley, CPCU, WCP serves as Associate General Counsel for NAMIC as of April 2024. In his role, Andrew works with the General Counsel to provide in-house legal services/advice to the management and staff of NAMIC and its affiliates on designated legal matters, manages NAMIC’s amicus program, coordinates with state and federal advocates and the policy team on legal/tort reform related topics of impact, supports day-to-day litigation and legal services management of both business related and direct litigation advocacy, advises advocacy staff on amicus policy issues, and supports legislative and regulatory compliance resources for NAMIC member companies among other responsibilities.

Andrew formerly served NAMIC as Public Policy Counsel in a cross-functional role supporting state, federal, and international insurance issues for NAMIC. Andrew additionally was the point person with several public policy development groups within NAMIC including the Market Regulation Working Group, Amicus Filings, COVID Litigation Working Group, Workers’ Compensation Council, and the NAIC Working Group, among others. He covered civil justice reform issues and other regulatory market regulation concerns as well as authored or co-authored several public policy white papers.

Prior to NAMIC, Andrew served in multiple roles including Deputy Commissioner and General Counsel in the West Virginia Insurance Commissioner’s Office for over ten years. His responsibilities included serving as liaison with the state legislature, litigating cases before the highest court in the state and serving as counsel to three insurance commissioners in all areas of insurance operations and regulatory policy. Further, Pauley directly participated in several insurance initiatives including the privatization of the state workers’ compensation monopolistic system and residual claim run-off, medical malpractice insurance reform, and third-party unfair trade practice reform. Pauley has extensive experience in insurance defense including defending large commercial claims and coverage issues.

Andrew has an undergraduate and law degree from West Virginia University. While at law school, he was bestowed the honor of The Order of Barristers by the faculty. He also holds the Chartered Property and Casualty Underwriter designation conferred by The Institutes. He further obtained the Workers’ Compensation Professional (WCP) designation from AMCOMP. He is a member of the West Virginia state bar.
